The Economic Survey of Latin America is a quarterly study that is particularly useful to exporters for monitoring and forecasting economic trends. Information is elicited using the same methodology from economics experts simultaneously in all countries in the region. This method produces a comprehensive picture of the economic situation of individual countries and economic blocs. A typical survey in 2009 covered 149 experts in 16 countries.

The research generates both qualitative and quantitative information. The Brazilian Economic Climate Index (ICE) is a synthesis of the Present Situation Index (ISE) and the Expectations Index (IE), both qualitative indicators obtained from responses to questions dealing with the overall economic situation of each country at the moment and the likely economic trajectory in the following six months.

Individual responses are combined for each country without any weighting. To get the mean value of each index, nine points are given for positive answers (+), five for neutral answers (=), and one for negative answers (-). ICE is the arithmetic mean of the two indexes that comprise it.

The procedure for aggregating data for a given group of countries or for the entire region is based on each country’s relative participation in foreign markets (exports + imports) compared to the total for the entire region.
