Conceived to measure changes in house construction costs, the INCC has become the official index for civil construction in Brazil. It was first released in 1960, but it has been calculated retroactively to before 1944. In the beginning, the index, then called the Construction Cost Index (ICC) covered only the city of Rio de Janeiro, which was then the federal capital.
In the following decades, as economic activity became decentralized, IBRE began to track up construction costs in other locations. Meanwhile, as the innovations in style, templates, and construction techniques were introduced, the ICC had to incorporate new products and labor expertise.
In February of 1985, for IGP calculation purposes, the ICC was replaced by the INCC, which is now based on data collected in seven state capitals (São Paulo, Rio de Janeiro, Belo Horizonte, Salvador, Recife, Porto Alegre, and Brasília). The index is released in three versions, 10, M and DI.

INCC-DI data are collected from the first through the last day of the reference month; INCC-M data between the 21st day of the previous month and the 20th day of the reference month, and INCC-10 data between the 11th day of the previous month and the 10th day of the reference month.
